    The FPPC list shows Building a Better California, whose top donors it lists as Sergey Brin and L. John Doerr III, gave $58,350,000 of the $58,371,807.92 from the top contributors to the main committee supporting Proposition 41 on the FPPC list. The measure's official summary describes audits of programs funded by special taxes and a ban on new state taxes that exclude revenues from the spending limit. Section 5 of the text treats as conflicting any initiative on the same ballot that contains a state tax exempted or excluded from the Government Spending Limitation, and says it prevails if it receives more affirmative votes; the Attorney General's summary says Proposition 40 exempts its revenues from the spending limit. The guide does not say whether the two conflict, and the "designed specifically" part is a claim about intent that the official documents neither confirm nor refute.
